I have gone to every shop, every NPC, and still can't find a lighter.

That's the second person with that problem. The first wasn't trying to buy a lighter but something else, and they kept talking to the manager when they should have looked at the shop's stock.

Hi, if you didn't find the lighter yet, he's at the small market behind the big subway station. It's not the guy who sales it, but you need to click on the shop sign

Ahhhhh good to know, I was always wondering why all the shops just sold the same random things. I was clicking the "BUY" option from the person behind the counter and that's why...
