Sure does! The app you want to point it to is ModLauncherWPF.exe, the following link is the default location for it.

It worked for me, but seem like others are having problems.
My games are installed in a secondary drive, so you'll have to point it to where you've installed yours.
I didn't notice it earlier since I'm still at the beginning of the game and I don't use mods until I've completed it. Because playing with mods for me is like a 'new game+'
I use XCOM2 AML. I don't think this method above works with mods. could be wrong.
but any game with a modding community has its own launchers which are always more ideal than the company provided launchers.
I've used that path for XCOM 2 and it does launch the game with the original launcher that let's you activate/deactivate mods.
