Same reasoning for things like "cool guys don't look at explosions" even though the shockwave would cause huge amounts of damage if not kill the person in question.
Just shows how little most of City 31 cared for the idea of having Chimera operational in the city.

The thing is, the whole base is one open space, so the APC takes up as much useable space there as it would have in the middle. They didn't gain anything. Instead we got a parking spot that does not actually work - the APC can't park there and the model most likely is clipping through the wall.
And personally I guess it bothers me more because I had to do way too many parking spots and ramps for work.
I was just thinking, what if they had underground parking spot for it. Then it would matter if it was in the middle.
Yes but it's current position is on top of a slightly raised platform. In the middle where you would like to see it parked is what looks like flatbed rail car. Likely their building is part of a decommissioned railyard or shipping facility of some sort and moving that large piece would be impractical.
The game also starts literally 4 hours after Chimera first arrived in the city. They didn't really have any time to get set up properly with major changes to their provided building and since the investigation started up and is the priority for them, comfort on the homefront would be sidelined until after they solve the issues with the criminal factions.
I wont lie, I think it would suck as the driver to have to back into that position every return trip. But for the conditions we're led to believe that Chimera is working under, it fits for the flavor.
Chimera Squad wasn't actually supposed to go active for a couple weeks yet, and their actual field office in City 31 is still under construction. This is also why only four field agents are actually in the city at story start, and why Verge has to take a cab to the museum - the squad wasn't actually expected to be operational yet and the crisis you deal with in the game is forcing their whole deployment timeline to be accelerated way past what was planned.
There is also the fact that place is former railway garage, you can see the rails on the ground.
