You can see the effect of the scars on the training room.
I can't see anything about what it actually does. Maybe I am missing something though.
I've never had an enemy use a flashbang, or had agents panic after enemies used psionics. I have however had agents panic after I myself used Patchwork's drone to shock someone near that agent, and I have had agents just randomly panic after shooting enemies without it being any clear correlation to why that would cause them to panic. Maybe it will become more clear with more play.
Thanks for info from you both, resistance to stunning and panic (if it is common with low will) could be useful to have.
Are you using a controller? As far as I can remember, you can hover over the scar and it will give you the information you need about the scar.
To avoid scars, tho, always carry nanomedkits and never let your agent take a lot of heat and/or bleed out during a mission.
Mostly useful for the progeny sector, but it's not that important, so any scars affecting it should take the least priority to remove.
For instance, The Resonant enemies will explode when they die, causing a psionic area attack that causes panic. Some of your agents nearby may get affected.

Note the key word here: die. If they're knocked unconscious rather than being killed they won't explode.
Regarding Resonant enemies exploding with a psionic area attack, I was not aware of this. I am fighting the Progeny with Psionic enemies, so that enemy type is probably what has caused all my panics that I have not understood. The Patchwork drone probably killed a Resonant, and my seemingly random panics from shooting enemies was probably due to it as well.
