"No stone left unturned" - bugged?

So, achievement for completion of every Spec-Ops at least one seems to be bugged for me.
Close to the end of the campaign, I have 8 possible Spec-Ops on the list, and I absolutely did them all.
Is this number correct or I somehow haven't opened another Spec-Op?

No, 8 it is. Seems it didn't count one of them.

List is:

Gladhandling
Legwork
Elerium Sting
Humanitarian Aid
Recruitment Drive
Sanctioned Cooperation
Crisis Management
STAR Initiative

do you guys have any idea why it only shows 7 missions?! the cooperation misson is missing.

They are opened by having level 2 field teams, plus a high enough leveled operative. Not sure which type of field team you need for each one, but they are tied to specific types

i had level 3 field teams on all locations and all operatives were max level :(

guess i have to go for another playthrough...

Sanctioned Cooperation requires Technology Field Team of Rank 2. You probably don't have one.

I am having this issue but i actually DO have all unlocked and i swear i have done them all. I will try doing some of the shorter ones before the game ends but i don't think i could go through all of them again in time at my current place.
