it's available right away. with an x-box controller and protag-kun in the main slot it's start>y>y

It is possible as soon as you can open the party menu. So, right after starting the game.
Go on the character then :
Y>Y for xbox
Triangle>triangle for PS5

and those who said it is post story have clearly never open this menu before...
