You will probably hear his music. The Relink soundtrack has been announced to be six discs long. I find it unlikely that 5-6+ hours of entirely brand new, original music was composed just for Relink, and Uematsu did all of non-combat music for the gacha game and I expect that will be reused here for towns/cutscenes/etc. Hopefully we will get some new Uematsu tracks too, since he has taken a step back from composing for GBF and the new music is usually new battle themes by Narita.

He's always been listed as one of the composers, along with Tsutomu Narita. I'm not sure if one of them is more involved than the other though.

Tsutomu Narita does most of the soundtrack. The songs you hear in game from Uematsu in Relink are just rearranges of his music thst he made for the original gacha game early on.
