Yes because its the logical decision after failing to meet expectations of initial sales. However its still the publisher's decision is my point and there is no set time frame for sales to occur. They could of chosen not to if they wanted to.

Some games (especially with some Japanese Publishers) seem to ignore sales (Undernauts being the main culprit i can remember) for the longest of times
