Missing colors?

I've been playing a while, up to chapter 9 as I'm typing this, and despite the fact that I bought the whole color pack, I'm often not given access to all of the colors. Some characters have missing sets, and others seemingly only have access to some sets during MP and not in the main game. Am I doing something wrong or is this just a weird bug?

you unlock colors 2-4 after beating the story
or if you're in online mode weirdly

Ok that makes some sense, cept for the issue that even online I'm missing colors 4 and 5 for Ferry.

If you mean 5 and 6 I still don't know
I assume it's after beating proud mode buuuut still not there yet XD
