Charlotta's normal hits (and most of her skills) will reach cap or close to with that setup. But her biggest dps contributer, her yellow power strike finisher, will not come close to reaching it (this move has quite a high damage cap). For context, that single move alone comprise of 25% of your usual dps. And not reaching the cap for that move alone is costing you 8-12% of your dps.
For her, all she needs is Combo Booster Sigil. If your character is a low combo type, your best bet to reach cap would be Life on the Line (I guess you won't be using this), Head Start (if you're confident your fight will last less than 3 minutes), Breserker(maybe? if you're brave enough).
Stamina is must have, I use 1 crit chance with sub stamina to save 1 more slot.
Now I have 2 more slot to build anything I want like stout heath, glass canon, link or stun.

here you go bud someone did the work for you. Also healing isn't a thing. Life on the line has no downsides in reality.
TLDR is everyone has different caps and every ability and hit has different caps. Some characters like Yoda,Lancelot have insanely low caps and can almost get away with no ATK boosting sigils. Others like Vaseraga have insanely high Caps and require 3-4 ATK boosting CAPs to max out.
The damage cap for for Charlotta's lunge power strike is insane. The optimal way to reach that cap without compromising other sigil slots is to keep up her ATK Up buff. Other buff and def down buff from teammates will help too, so unlike the "general verdict", these buffs are not useless.
