There will be more challenging content otherwise there's no point to get stronger anyway.
Think back to when you needed to defeat Bahamut Versa to unlock Proud difficulty. It was tough, right? But doable without Proud gear. Then you unlocked Proud gear and figured out how to turn Bahamut Versa into mincemeat.
Point being: The quests are the problem and the gear is the solution, so the gear we should be able to gain should always be slightly stronger than the content we're actually facing.

With terminus. we are already in that position, we are not slightly stronger. we can largely overpower everything at this point. If we get a new weapon. and more difficult content is not released outside of the new raid. what motive/means do we have to push that. and make it feel worth it.
Nothing suggest we are getting harder content consistently, its not on the roadmap, and 1.3 is a mystery.
And yes. i have played "Games like this before" check my profile, its not about "what game i have played" its about "what is this company going to do, and how are they going to do it"
But who knows? there are still some sigil or weapon skills packed in the game, and no one can get them at this moment.
for example, lv.30 skill for extending 50% buff time which including immune time.
So, they are not really NEW sigils or weapons which are not existing now, they have been packed in the game. For those items we can expect that they would be unlocked by some quest in future.
