They could have included Spinnah, Tabina, Jamil, Eso, J.J. hell even Melleau, Zeta, Almeida etc. They didn't because they wanted to include more popular characters and because representation is clearly not something they feel will have a big enough impact on profit margin to matter.
generally most normal people look at anime and go "haha pretty anime characters go boom." then people like you go "let's count how many skin colors i see." probably to raise awareness about how race has played such an important part in Japanese supremacist culture, right?
most industries don't want people like you to be their consumer-base. imagine how insufferably demanding and nit-picky they'll be about everything, which is what they tend to do. you people can't even agree amongst yourselves whether or not what actually constitutes racism or cultural appropriation. you're just talking puppets who parrot platitudes.
In all honesty I would love to have Tabina in the game, not because of her color but because it would be funny to see her start dancing and singing in bollywood style and then everyone (including inanimate objects) joins along.
White characters and beautiful females. This is why this game is a success.
