Don't get me wrong, I think both Arise and Scarlet nexus are good looking games but the amount of clutter and geometric detail on display don't even come close. I think the art style of relink is misleading, pretty sure the first village has more geometry on screen at any given time than two entire zones in arise combined. The amount of detail is staggering for a game using an anime inspired style.
Same settings and also using a RTX 4090. I have my power limit unlocked to 133% but no other sort of overclocking applied. I saw a max of ~540 watts during some of the in game cut scenes that happen in town lol. However as you've said, it still runs mostly smooth despite hitting 100% GPU usage during those moments. I saw it drop down to ~90fps once or twice but outside of these random moments everything has been fine. During combat and exploration everything has been solid.
On a side note, CPU usage seems completely fine. My 10900k usually sits around 15-30%, I don't think its hit as high as 40% at any point.
