I would however recommend to mostly start with putting most resources towards 1 character you think you'll play the most (especially if you wanna use it in coop missions, where having 4 built characters is meaningless).
And if you aren't planning on doing any coop at all (or very little at best) until post-game or way later, I would still recommend focusing primarily on 2 characters, a main character and someone that fills a role that's the opposite of that character, so if main = damage dealer, try getting a healer/support/tank up to par to and vice versa.
