Crewmate card - Recruitment level?

I noticed that the crewmates that you can grab seem to level with you to a certain extent.

Highest ive seen is level 35 (with me at level 45) and the starting point was crewmates at level 10 (me at level 12).

What causes crewmates to be recruited at a higher level? Is it you level? Story progression?

Anyone know if its worth waiting longer to maybe get them at 50 or something?

i heard its your level and highest recruitment level is them starting at level 60

The highest they can be recruited at seems to be level forty five, that I've seen. I think it's level based, but I have no clue.

Perhaps it is down to your available quest rank? I'm only on Extreme.

Given that my first crewmate is level 10 and my second is level 20, I assume my third crewmate will be level 30, I think.

Ive checked out a friendly small streamer playing late endgame on PS5 and he showed me his recruitment screen which pretty much confirmed this information^
