Versus Rising has fixed angle camera and each attack is animated specifically so that you can't see the character's underwear. Censored versions of outfits were added because of the various restrictions by online tournament organisers. That's why you can enable original designs in game's options at any time. Either version is censored when you go into photo mode and try to look up-skirt, you can blame CERO/ESRB for that.
Relink falls under different rating category because you have free camera and the game has multiplayer where you can interact with other player avatars. Cygames had to make some changes if they wanted to keep 12+ age rating.

1. The Versus games show panties in multiple animations for both Djeeta and Ferry, and Zeta of course isn't even showing off panties in the first place and her original clothes are in full view all the time.
2. It doesn't really matter if you want to blame the FGC for the censorship being present, because the point is that the uncensored outfits are still available.
3. Photo mode restrictions are not a concern of CERO nor the ESRB, they're a concern of Sweden, Norway, and Denmark, which banned Dead Or Alive Dimensions over it, despite PEGI being fine with it. And so photo mode restrictions got implemented all over out of fear of this happening again in those regions, yet outside of photo mode the designs were largely left untouched, as in Versus, and not as in Relink.
4. Relink does not fall under a different category because of either of those things, you're just making that up. The Trails of Cold Steel games are no different and several also got B ratings with their free cameras and viewable party member panties. And Relink itself has NPCs that you can ogle if you so choose. There is absolutely no reason CERO would be ok with the NPCs showing off panties when we know from Sakurai that one of the first things they do is ask to see every female character upside down. Similarly, this also shows it wasn't done for Sweden & co. because they wouldn't be ok with ogling the NPCs either. And online interactions are completely irrelevant to this sort of rating everywhere.
5. You also completely ignore Narmaya, whose issue isn't one of panties.
