Lever locks

I didn't get the lever lock book from Dong, what am i supposed to do now? xD
(i looked in the lost and found boxes, nothing's there)

Same. I have hooked him up with Emma (?) and nothing. I can't don anything with Legrand too. I know he's a drug dealer. but I can't report him. I tried after opening the envelope, after talking and refusing job and accepting job (1000 coins added). I can't take the drugs in too xd. I think I ♥♥♥♥♥♥ up but I have 13k of rep points and starting game again would be... annoying.

actually i found a solution, become friends with Peter Dong, then plot against Legrand, that's literally it

I just figured it out. First i did only mission to meet him with Emma and I got the book. Now I did this quest and "Debts" (kidneys) and after I asked him he gave me the book :P
I called the cops for Legrand to kill him for drugs ;)

I haven't gotten that book from Peter. I hooked him up with Emma, and made firends with him and got him to get rid of Marco, and helped him save his mom. I've looked in his desk and lost and found. I need that book for the boss' office. Maybe I need to plant something on his desk and get rid of him, but I like him.

Edit: Getting rid of him does put the book in lost and found. I'd like to know what I did to make him not give it to me though.
