How do you turn on commissioner mode?

I'm getting frustrated with the salary cap preventing me from playing the game without trading away my players for nothing. I want to edit the salary cap so I can keep my players, but I can't figure out how to turn commissioner mode on. I don't see it as an option either when I create the game or create my manager.
I'm trying to play a historical league, the 2017-2018 season. Thanks.

Once you've started a new game or load an old one, go to the Manager menu, select Options, and there'll be a checkbox in the Profile section to turn Commissioner Mode on. It won't be clickable if you're playing in challenge mode, though, so don't use that option when you start the game.
