Is Rise of Mankind or Realism Invictus the better mod?
Looking to play some Civ IV mods and I am curious as to which is better and why.

RoM: A New Dawn, imo. Better than RoM and not as overstuffed as Caveman2Cosmos.

Unfortunately I hear the AI is Civ VI levels of busted. It's too passive and poses no threat at all.
Just increase the difficulty to deity, can't complain if you haven't tried.
Additionally, there is a number of settings that you can change on the BUG screen which will make your game quite challenging. RoM: A New Dawn is highly customizable, you only have to learn how to set your game properly (that is, to your liking).

RoM: A New Dawn, with Revolution and Adaptive difficulty. That's my best CIV experience, from CIV 2 to CIV 6. If you are looking with a CIV game with more history simulation flavor, instead of a "digital board game," it is not a bad choice. Caveman2Cosmos is too much for me.

That's exactly what I do, plus increasing the revolutions difficulty index (found on the BUG screen) to 5 or max, maximizing the amount of non-defensive military units given to barbarian civs (this is challenging!) and making it so that the AI will also have flexible difficulty for itself. The resulting game possesses, as said above, a fluid historical quality, and gameplay is very interesting.

With the recent addition of the revolutions mod component to Realism Invictus, it could come to match the deepness found in RoM: A New Dawn, with the benefit of avoiding its redundancies and excesses. I'll have to give it a try later, but I have already installed the new, updated version.

kinda off topic but doc(dawn of civilisation) is also a very good mod.
