Did all that, and it doesn't appear in the list of available mods.
Ah well, back to Rise of Mankind.
You installed it on C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization IV Beyond the Sword\Mods\ ?
There is 2 layers of Beyond the Sword folder, both with a Mods folder. Double check the mod is in the 2nd BtS/Mods folder.
C:/....../common/Sid Meier's Civilization IV Beyond the Sword/Beyond the Sword/Mods
If you needed to revert to the gamespy version of the game, you go to library collections and right click civ 4 and choose properties. Then you go into betas i think and choose the unsupported version.
If you play unsupported you will be unable to access steam multiplayer, however with a few other easy changes, you can play on the Zulan gamespy clone server instead of steam, which still has some players and you can play games with more than 4 people at once.
