problem fixed for very laggy play
I just fixed a problem yesterday for Civ IV BTS. I had to do a clean reinstall of Windows 10 after having system problems. But I had tried to do a re-install first. The program files were on a second drive that was not affected by re-install. Steam account re-established with no problems. Yea Steam! But when I tried running Civ it was very slow . All video, scrolling or zooming moves very slow. End turns were slow too. After a lot of research and trying several things, including Directx9 drivers, still a problem. But then I discovered that the ,ini file. Civilization.ini was much larger than it should have been. Examining with notepad showed many duplicated commands. I had a second installation of Civ IV Bts on a second PC. I copied that Civilization.ini and replaced the file on this PC. And problem solved !! If any of you are having a similar mysterious problem check this out. The lagging was drastic, it was almost unplayable.
If searching for it the ini file is under documents/my games/beyond the sword

Had a break in my game after doing a windows update. not sure how I fixed it, I thought I edited the ini, but when I open it again it says the old values.

but its fine now.
This worked for me! Nothing I did on hardware or graphics settings did anything, but once I replaced the .ini and .ini.bak with those files from a different machine that had no lag, it fixed the problem. Thank you for this solution. For reference, the .ini and .ini.bak should be around 6kb, not 1.9Mb like mine were to begin with.

I wanted to bump this up because I had the same issue randomly occur today and editing the .ini to remove the duplicate entries fixed it immediately. There was already a .bck file in the directory but you can make a manual copy and edit the original to revert if it causes issues.
