BUG mod and BULL DLL files
Years ago I watched a guy named Chris67132 (now AbsoluteZero) on YouTube post playthroughs of Civilization IV on Deity difficulty. The guy was pretty damn good. Then I noticed he had two mods running, the BUG mod and BULL DLL.

I absolutely forgot how to implement these mods in the game since I haven't done this since 2015 - 2016. But I love this game to death and I would love to play it all over again.

Can you guys give any tips?

The BAT mod includes BUG and BULL I believe. It was the one that worked for me and is from the same modders.
Here is the installer you'll need if you are on Windows. https://sourceforge.net/projects/civ4bat/files/The%20BAT%20Mod%20%28BTS%20v.319%29/BAT%20Mod%204.1/
If you play on linux you'll need to extract BAT Mod 4.1.zip manually into the mod folder, although you can do it on windows too.

I can't tell you if this still works on win10 though
