I'm not a Trainer, and I've got a strange Problem after a Wonder Built in Hotseat Games.
Anyway, there is no chance to get the World Builder in Multyplayer and no ather way of cheat, but you still open a Single Player Game, enter the World Builder, change all as you want and then save it as a Map. Then you start a Game in Multyplayer and you use the map and enjoy.
I've done it Yesterday in Hotseat Game with My Girlfriend with some thinghs changed.
Or you should go for the files in the Directory if you are able to write in the Game code to change stuff.
Hope you this helps.
Enjoy Civilization and Good Day or Night!

As for the game crashing:
Sorry to hear that.... I suggest you try Steam Support (click "Help" in the top lefthand area of this Steam page, and then when the menu opens, click on "Steam Support").
You might find a recent save in your "Autosaves" folder - as long as you don't start a new game before you retrieve the Autosave(s) - you can load them and save them manually, to ensure you have copies that won't get wiped when you start a new game.
How do you know you’ll spawn where you want to in multiplayer, though?
Simple, You play Your Map as a Scenario, and when you have selected it, you choose which Faction you'll like to play and here we are.
When you edit the map with the World Builder in Single Player, you choose also where and what to create, for example put some Great General, Merchant, etc at a position, and there you'll find when you start Your Match.
You are able to add Tech, add Population to a cirty, add Buildings, Units, create Rivers, add Bonuses Resources, Tile Improvements and Many other thinghs.
That's all.
reload from the autosave, it saves every five turns as default iirc.
As for multiplayer cheats, that's generally frowned upon.
in world builder mode you can edit the map in many ways. it invalidates your score. but its a cheat menu basically.
