Sid Meier's Civilization IV: Beyond the Sword

Sid Meier's Civilization IV: Beyond the Sword

Game won't download!
So I've been trying to play Rise of Mankind: A new Dawn.
Everything worked well, I started playing but the game crashed after an hour or so.
Everything went to ♥♥♥♥ after that. A random update showed on steam, which wouldn't allow me to play the game without dling it, it wouldn't download, stuck at 0kb/s. I uninstalled the whole thing and tried simply downloading it again, it goes up to halfway and then drops to 0kb/s, refusing to continue.
My Internet is fine, I can download other games and updates with no issues, but Civ IV Beyond the sword specifically refuses to download.
I imagine I messed something up with the Mod, but why isn't uninstalling everything and starting fresh working? This whole thing is a giant mess, any ideas?

Check to see if you have any remaining files, if you are on windows check >This PC> My Games>Beyondthesword and/or Thispc>Localdisk>Programfiles(x86)>steam>steamapps>common>Sid Meiers Civilization Beyond the sword.

Deleting it by steam wont work normally, there might be a file confusing the system.
That was the file path for me at least. Im not too sure though.
It might also be a problem with the download server
My other ideas would be to restart your computer, or try on a different one, clear out your download cache, run steam as admin, verifiy your local files, repair library folder, change download region or refesh your local network hardware.

As a last resort, reinstall steam.

Update, after trying dozens of things I just uninstalled it again and left it running overnight. It's completed this morning. It took over 5 hours to download a 2.2gb file with a 120mbps connection lol.
In any case, I don't have a real solution to offer other than wait a stupidly long time and hope for the best.
Godspeed

steams doing a bunch of sales, its probably throttling their service speed on their end as many people buy games.
