In any case, I think my initial advice about breasts is still valid. I know nipples were always allowed even before this policy came up. As I mentioned before, HuniePop (which was released in 2015) only censored genitals and bodily fluids on Steam. Nipples were completely exposed. But despite that, some games still kept censoring them. It might be the "inconsistent rules" the video talked about. But I personally think it was more to do with developers simply assuming nipples wouldn't be allowed without consulting Steam. I think you should see what you can do. I know an uncensored version won't be possible, but you may still end up with a little less censorship than you initially thought.
