Has it been that long? Just goes to show, even with the likes of Assetto, console racers- Project cars/ Forza etc, GTR 1 & 2 and GTL are still some of the best sim racers out there.
Without getting too technical, the game loads the names of manufactures to exclude from some strings in the file. If you go to offset 0026CFC0 (blue numbers on the left of screen in HxD), you will see the text "MTR.PORSCHE.FERRARI" on the right hand window. Click at the start of the text for the words PORSCHE and FERRARI and then overwrite them with some other character i.e. GERRARI and GORSCHE (just type a key, DONT PRESS DELETE OR BACKSPACE, it will overwrite as you type). click save, and run the game like normal.
Now the game will try prevent you from loading car manufacturers called GERRARI and load up FERRARI just fine.
I have the retail and steam copies of the game, i just dont have a cd/dvd drive to use the physical media
There are actually two places one needs to modify the GTR2.exe in order to fully restore the missing Ferrari and Porsche content.
First and foremost:
1: Make a copy of your Steam "GTR2.exe" file in case anything goes wrong.
2: Open the "GTR2.exe" file in a hex editor like UltraEdit or HxD.
3: On the left side window of the editor's window you will see the main column listing the hex offset numbers, proceed to diligently scroll down to the values as stated below. Do not press any keyboard buttons, use your mouse and the scroll bar.

A: First place is "at or near" offset "0026CF0H",
On the right side, you will see: "MTR.PORSCHE.FERRARI".
Overwrite the "F" in FERRARI and "P" in PORSCHE to "G".
Your result will be "MTR.GORSCHE.GERRARI"
As he said before, DO NOT PRESS DELETE or BACKSPACE to erase, ONLY highlight the each letter, then key in G overwrite. So a total of 2 keyboard strokes.
If you make a mistake and overwrite something else, close and reopen the entire GTR2.exe without saving it.
This acts to "ungrey" the car's textures in game.

B: Second place is "at or near" offset "27C490H",
On the right side, you will see: `tK.Porsche.Ferrari NGT's.2003..The.Prancing.Horse.
Again,
Overwrite the "F" in Ferrari and "P" in Porsche to "G", then overwrite the "N" in NGT and the "T" in The Prancing with G as well,
Total of 4 keyboard strokes.
Your result will be `tK.Gorsche.Gerrari GGT's.2003..Ghe.Prancing.Horse.
This acts to restore the "NGT's 2003" and "The Prancing Horse" radio option under "Special Makes" and more importantly restores the "Single Makes" radio selection buttons for the Ferrari 360 and 360 GTC NGT cars, the Ferrari 550, Ferrari 575 GT, Porsche 996-GT2 Twin Turbo G2, the Porsche 993-GT2 Turbo GT, Porsche 996GT3 CUP and the Porsche 996RS and 996RSR NGT class cars allowing one to create specific single make or multi races with thse cars.

C: For this entire fix, you literally only use the keyboard 6 times. 6 "G"s.
Press the save button on your edit to finalise the changes.
This fix is important because it allows the full game to be played in VR Mode using the Crewchief mod (which ONLY works with the Steam GTR2.exe version of the game).
