Report a translation problem
I think the problem was that Configure and GTR2 run at different users one as Admin and one as user / invoker. So the config is writen to another users folder than the game does look for it.
Not sure how I forced the game to run as Non-Admin, but it does run as user nowadays, for me.
But maybe it was enough to just edit some ini-files in the game folder and maybe in %userpath%\Documents\GTR2 too, so my install won't use the systems user-folder for most of its files anymore, but the folder in the games own subdirectory.
And of course you should check on permissions on the game folder :-)
Not sure what exactly was the final sollution back then, but maybe this gives you a hint into the right direction :-)
