Not sure if that is what you are asking for.
I just did a fresh install to check this and when they first asked for my name they also put me through all of the settings. I know one thing I used to do is set my player to the highest level (I think they called it Simulator) then I edit the settings.db file to change how low I can put the AI, and damage. I like to select the highest driving level, but put the AI down to about 95%.
Sorry, I'm not sure if this is what you are asking about, but I don't know of any "Novice" levels other than in your own difficulty settings.
Is this after you've applied the European patch and no CD patch?
I remember someone in the early days saying that the Euro patch was better but I don't know why.. I have the original game + the Steam version so my habit is always to apply a bunch of patches maybe they're not even needed.

The pit control thing should be exactly what you said, a button in the difficulty settings. I would start by turning off all assists and see if one of them affects the pits.

lots of knowledgeable people that are happy to help solve any problems with GTR2. You also might want to download the 10th anniversary mod. Might solve the problem by default.
