i found this in an old post from 2009 on Racedepartment:
"Ok here is how you change it:
Go open up the track folder and go into a file called "AIW"
Scroll down a bit untill you see a line called "Race/Qual Ratio"
RaceQualRatio=(0.9950) // Used to slow down AI slightly in race compared to qualification
CheatDelta=(0.0000,0.0000,0.0000)
If at 1 the Qualifying pace will be at identical pace to the Race pace. 0.9999 or less qualifying will be quicker if above 1 race pace will be quicker than qually pace."

Also a thread on AI tweaking from 2008 by Vondutch, somewhat of a guru at the time:

I still have another annoying issue though, and that is there are occasionally framerate hickups during driving, which I remember having some time ago too when I just got this game, I eventually solved this but forgot how, that is until now.
This issue is caused because the executable is locked to use only cpu/thread 0 affinity, which is often used for the OS and primary functions.
On my old PC with a Radeon card I used Radeon Pro to free the executable to use my other cpu's but I don't know how to do it on my Nvidia/Intel PC.
Does anyone know a good way/tool to fix the affinity of the gtr2 executable?
Hi Dot Matrix, you should try Process Lasso. Google it and download it, you can permanently set affinity of any processes. Assigning all CPU threads helped me a lot with GTR2 and GT Legends, my frame rates are higher by 10-15 fps.
