How to activate monoliths?

Really been stumped with this one, but what's the item needed to activate those monoliths? Also do you need to craft of find them? Any help would be great.

you need to do the submersible quest at the depths. after that make some mega torpedoes and see what you can find.

The item is bone shard, dropped by deep sea creatures at the depths.
