Yes. Things that need grass (trees, crops, bushes) must be planted on grassy walkways, though.

Thanks dude, just to be clear then, if I wanted to build say a house I could build it on a steel walk way? Can all building be built on steel walkways?

I tried building a Dock on a steel walkway ove the sea and it wouldn't let me

I do not know of a list of what can and what can not be build on walkways , and I did not find any description about the 'Dock' in the Wiki , ref. : https://aground.fandom.com/wiki/Aground_Wiki (WIKI CONTAINS SPOILERS)
But as far as I remember then you can only build the dock of the edge of one of the in-game already established Islands. Also there may be a limitation to where you can place e.g. the Sub Pen - but at this point I simply can not remember anymore

Sub pens need to be built in water and yes, docks can only be built on either end of the already-established islands. Everything else can be built on steel walkways, though.

Well no, but steel walkways can't be built in orbit...
