Cant find Coral Pens

Am I missing something? Ive crawled the entire ocean and the only fish I can find doesnt seem to sell such plans. Do I find them somewhere?

Coral pens are only available after a quest. That quest is only available after some of the east (magic) island quests.

You can craft coral pens in one of the magic huts after the quest that streamtotalann mention. (or was that the water traps, sorry , my memory is not what it used to be )
But the quest part ought to be certain...
Also , if you have 'crawled the entire ocean' then you ought also have met some talking fish - though I think the quest may be for some hag or witch found on an island east of the magic one...

You are correct. It is a fish 'village' just west of the hag along with lots of titanium and uranium. Ive gotten all the way up to the bombardment.

Only thing I remember is that there is a quest for the Hag/witch that lives on the island east of the fish village and it is either after that quest or some other that you can buy the Coral Pen *seeds* from the Fish Merchamt.

(Also after the hag quest I think that you can suddenly e.g. trap fish you could not before for farming e.g. scales in Coral pens) (after that you have trapped some fish and done some Coral Pen farming for stuff to sell to the Fish Merchant then you ought to have funds to buy all the Coral Pen seeds that you want)
