Account Linking?
I've bought all the tribes on the iOS version of the game. Will I be able to link accounts and have the tribes on PC or will I have to buy them again?

There will not be any account linking, but you will get all the human tribes for free when you purchase the game.

Yes. To be fair, the Steam edition will have more content than mobile, so you're paying for those, honestly.
