Italian Plumber achievement bug [spoilers]

I've climbed up vines from the Lower Cistern, and I've done that more than once, but still don't have the achievement.

Also I've found a few discussions about this problem and there is no solving.

I'm having the same issue. Climbed them down, climbed them up, no achievement.

Finally got it. I had to go into the lower cistern first, before I went into the upper cistern with the key. But even that didn't work completely: I tried it near the end of my second runthrough I was doing to get the rest of my achievements, and it didn't give me the achievement, so I reloaded a save way back from right after I got the golden bow, tried it then, and that finally worked. So I guess if anyone is looking for that achievement, try doing that, either loading a save from then or just doing it as soon as you get through the palace.

This is an old thread, but I'm still getting this bug. I went ahead and tried again on another save, and still wasn't able to get it. The sequence of events I followed in the second game was [Spoilers ahead]:

Take soldier background, kill Sentius, start over, let Fabia get crushed, shoot the assassin, go through the portal, work with Desius to pull the bow swap, work my way through the palace, then head straight to the lower cistern, gild the skeleton and then climb up through the pipe by gilding the ivy. Is my understanding of the achievement wrong, or is there nothing in here that would disqualify me from earning it? I didn't go in the upper cistern via the door up here (i.e. didn't get Duli's key) at all.
