What does the matter destabilizer actually do?

Everytime I fire it at enemy ships it just says resisted.

By "enemy ships", you mean the big battleship or units/squadrons on the battlefield?

i keep shooting it at the squads but just keeps saying resisted but I finally figured it out as far as what it does. It still happens but i'm guessing it's a % chance to happen.

It does seem like ships "resist" it a lot. I'm curious to know more about how the weapon works as well
