What is "RCA" in the in-game editor?

I click the link to the in game editor guide and it is a broken link.

RCA is next to CA (current ability). Is RCA potential ability? I doubt that because my players CA is higher than is RCA. RCA is also not adjustable.

I found it. "Recommended Current Ability". I still don't completely know what that means, though.

Let's say you write 20 to all your attributes, you'll have a high RCA. But if your CA is very low, your attributes will lower over time to match your targeted CA.
