Changing league rules in the pre game editor

Is it possible to edit some of the league rules, because i don´t find that function in the editor. You got the Tab Rules, but without creating some rules all other options are greyed out and i guess it´s accessable when you created some rules, but i dont want to add rules, i want to take some rules out, like to allow non eu players for my created u23

Ok i think i found it out, if you press on New Countryrules you can edit the existing rules... Made it possible to play for non eu players, does the "registry for the league unter these rules" it possible to let play over 22 years old players in the league of my reserve team?
