Just another in a laundry list of things they're asking for save files to get examples of, instead of paying someone to do the work properly.
Why fix it when people will buy the next year's game in hope, eh?
Pokemon: Red and Blue, the 20th highest selling game ever has only sold 10x more than the number of FM19 copies sold, yet they want to constantly pretend they're a little indie dev.
For managers in game it's calculated depending on achieving certain things - trophies, individual awards, derby wins etc. However as said it will generally take time.
You're also directly comparing against players which have been set at the start of the game (like Messi and Pique). Sometimes the researchers can be more inclined to overstate the status of a player/manager, especially someone who has stood out recently.

Even Pep Guardiola he should absoloute be where Mancini is at the least. 4 league titles at Man City on my Valencia save he only got to icon status and got sacked after finishing 3rd and losing in qf of CL even an FaCup win could not save his job you would think there would be some leeway to Icons and legends.
I get if you join someone like RealMadrid win 3 titles as a manager you should not go to legend status but there also should be abit of an easier path if a team has not won the league in ages. Like surely you have got to admit i should be a Valencia legend by now. I have won 3 La Liga's(about to win my 4th) 2CL(got KO in 2nd round this year) 1 Europa League and undefeated in Supercups Club World cup Supercopa etc. Only thing i aint won yet is Copa Del Rey but im finally in the final have that. Im in 2024 and Liverpool still aint won the Prem surely you should go straight to an icon if you win it with them or atleast make the favourd personal bit locked so you actually stay there.
As soon as im on legend status i am going to sell every player for 0 whilst giving them 100% of wages. And i am going to buy some avg players for like 5 mill upfront and 500 mill installements 100 mill after 10 games 10 goals etc. Could i ruin them like that? I want them to fly down the leagues and bring them back up haha.
I have 4 save, all with different clubs
1st save.
Managed FC Twente for 8 seasons, win 4 Eredivisie, 3 Dutch Cup, 1 Europa League, and 1 Champions League, not a Legend, only Icon at last. Then I signed for Nottingham Forest, in 3 season, I won promotion in my 1st season, get 7th in EPL in my 2nd season, then 5th in EPL in 3rd season, and I'm a Legend.
2nd save.
Managed FC Metz for 7 seasons, win 3 Ligue 1, 4 French Cup, 2 League cup, and 2 Champions League Final (I lost in both final), I got the Legend status. Then I signed for AC Milan, bring 2 of my hot prospect from FC Metz, win 1 Serie A and 2 Champions League, in 3 years. Me and 1 of the player I bring from FC Metz, became a Legend (the other guy I bring only became favoured personnel). Then Liverpool signed me. Got 3rd in EPL and a Europa League in my first season. Guess what... I'm Liverpool Legend now LOL
3rd save.
Managed Grasshopper for 11 F**CKING SEASONS, won Promotion, win 5 consecutive Swiss Super League in my 6th to 10th seasons, 1 Champions League (with 3 appearance in Champions League final), and 2 Swiss Cup, I'M NOT THEIR LEGEND. sorry.. I got carried away, as I was made them from the bottom to the one of the best club in the world (just like Barcelona in Guardiola Era), yet I only an Icon.
Then I managed Norwich for 3 seasons, give em Top 4 in my second season, and 1st EPL title in my 3rd season, again only become an Icon.
Then Rangers signed me. 3 season, with 3 consecutive Scottish League title. I'm a Legend here.
Then I signed to Dortmund. In my 1st season, despite get knocked out in Champions League group stage, I was double-winner in Germany, won Bundesliga and DFB Pokal. and I became their Legend.
4th save.
In honor of this Pandemic, I managed Deportivo de La Coruña (Coruna...Corona, sorry, pun intended) in Spanish League. Won promotion to 1st Division in my 1st Season, then winning La Liga 3 times in my 4th, 5th, and 7th season. 2 Champions League Title. 2 Copa del rey. And I'm their legend since my 2nd La Liga title. Now I'm playing my 9th season now and I'll only stop when this Pandemic is over.
Sorry for the long post. But really it really depends on the supporter profile, which is hard-coded in the game.
There are thing that you could do though:
1. Do Community Outreach, before every Big Match (Finals or When you are the Underdogs, especially when you played at home), and every big holiday (Christmas, New Years)
2. Do well in your Press Conference. The fans got to know you more here, and you can see their feedback in Social Feed)
3. Make an unexpectedly good signing. Buy a player with low cost, but great impact in your title run. If the fans reaction is bad when he came to club (D, E, or even F in his initial expectation), but you can overturned their expectation (especially if only in 1 season), It will give a massive boost of your profile.
4. Nurture local Wonderkid. This one is hardest to do as you only got good youth intake randomly (but with good recruitment and junior coaching the probabilty is higher). I managed to got one 3,5 stars potential local kid (born in A Coruña) in my Coruna save, in 5th season youth intake. He just got his first team debut in my 9th season, and boy, the supporters loved him very much

What a read mate sorry took me ages get back to you sounds alot of fun, Deportive the sleeping giants i remember the days of Tristan Maakay, Valeron Duscher(injured Beckham and made him miss a World cup or Euros i think) Fun times man.
Yes i am at leeds at the min and my recruitment for regens the youth is awful never get anyone above 3 half star. So i just go to the likes of Partizan Belgrade and Legia and get all there greats lol. Yh the pandemic has had me playing loads aswell.
Good god how did you manage 11 seasons with Grasshoppers i woulda been so bored. Still great achievement. I love them saves where you move around the world. I fancy maybe trying take a National league side to the prem...
Metz sounded fun too PSG are always gonna be a powerhouse in that league so great results there bud.
The save with Metz, Superdepor, and Grasshopper were actually quite easy as they already has a good training facilities at the start, and balanced (not so bad) youth facilities, a bargaining point for loan deals. Twente sucks hard tho
The hardest part is maintaining the winning ways.
An Update on my depor save, I got fired by management in 14th season (for the first tiem i got fired), because of no title in 13th and 14th, by the 3rd board (1st and 2nd one was so good to me, yet the 3rd one only thinks about profit, and kick me out of the team.
I have to agree with you, the regens in english club were hard to discover. Even if there was a 4-5 star in championship or league 1/2, they usually got snatched away at their 2nd/3rd season by big clubs like Madrid, Barca, or The English Premier league clubs

Yes mate decent, also it is so wrong when teams like Depor sack you after 14 years. I remember dominating with Portsmouth won 2 premier leagues and came 10th the next year and i got sacked how unfair is that lol? I feel there should be a bit of goodwill to teams not named Chelsea, Madrid, Man City. Most clubs would not sack you if you do great then have a bad season or 2 it can happen. Injuries are the worst for it. But yh keep enjoying my friend take care dude
