You can assign up to 7 or 8 divisions, so you can put the back end of your kingdom under multiple divisions all with the command to develop.
AI does that because they are moving officers around. I believe they are assigning the best overseers to lower area cities.
You want to focus personally on building up your provinces and especially your cities which the AI sucks at. You want to ensure that you develop a city level by level for gold or supplies or troops as cities level up only after all three types have been upgraded one level. You want your officers overseeing provinces and doing troop recruitment and training.
Forget about divisions, they are for stupid lazy players only! Embrace and enjoy the micromanaging of your cities and armies. Only pathetic players would run out of orders well into the game when you have 30 or more to play with each turn.
