That said I agree 11, 10, 13 are all worth playing.. I don't think 12 had an English release and didn't look very fun so I have no idea on that.
I also agree its fine to skip this one till its cheap enough. Personally I think it's good but doesn't appear good intially. But I've found a lot more to like about it as I've played through it a few times. If they made the domestics less shallow, it'd easily be my favorite faction based ROTK game. But its very pricey and you have plenty of older games that you could try that are much cheaper.
Also you can look into the Nobunaga's Ambition series. Sphere of Influence is one of KOEI's best works, for these kinds of games. It has the best domestics imo.
I highly suggest getting 13 and its PUK since you get both types of games in one. You can still be a ruler but with the added bonus of having officer play too. Not to mention you can make custom events there.
9 & 10 & 13 is good too. but i would choice a second i would go in the nobunaga series like caprontos said !
Is fair, 11's appeal is pretty different to 14's. 11 is probably my favorite ROTK as I prefer faction to RPG generally - I think if KOEI bothered they could of made this one better. But short of PUK2, it doesn't seem they plan to. That I would pay even more to try and get what you expect out of the box feels bad.
The single indie ROTK has far more content for a lower price and made by a small team. There is no real excuse KOEI can't offer a lot more then they do other then they don't need to.
I think 6, 7, 8, 9, 10, 11, 13, 14 are all worth trying for sure, they all excel in different aspect. 14 is above average imho, definitely worth trying if you like 9 and 11.
The problem with this game genre is, it is very very niche. It's hard to find games that satisfy the craving for this kind of game, especially if you can't read japanese/chinese.
well i did get 13 on steam and am actively checking that one out, and i also got a ps2 disc of 11 i will try soon, but thanks for the recommendations, i will likely give them all a try at some point here, and yes being unable to read japanese or chinese is a pain
The ps2 version AI of 11 is abysmal.
