I also agree that you should transport supplies from your rear bases to those on your front line
For income in general look at your core populations and you'll see some areas have more people and those areas get more stuff. Some places have more cores to that gives the city more income to.
Also if your playing on Hard you and the AI have the same "income"(as I understand it) if you play below hard you get a bonus to income if you play above then the AI gets a bonus.
And as said above. You can get backline cities, that don't border an enemy (or ally someone and use them as a buffer), then ship all there extra to your frontline cities.
Don't be afraid to use the merchants. If you buy around July-October you can get a lot of food cheap. While if you have a lot of extra food you can sell it in like may-Jun and get more money back then you paid to get it.
I have no issue with it. If the city is new .. it could be because you're wasting money. Sending out long transports over rough terrain hurts. Also keep a close eye on training/recruiting. These cost A LOT of money. And you don't need to train every turn. I only train like 1 or 2 turns every couple months and it keeps me pretty full. Training costs like 1000 gold a month every city if you just plug a guy in and forget him. And, really no benefit. I dismiss my trainer @ Max, then don't rehire him until I'm under 80. Saves A LOT of money.
Also - and here is the BIG one. MERCHANTS !!!! Buy/sell every season if you can. While your struggling for gold/food - buy/sell all you can (keep enough to scrape by till the next season). This adds up QUICKLY.
Buying provisions : You're looking for 10:70+ (60 is OK, but I try to wait for a 70+)
Selling provisions : You're looking for a 10:30- (40 is OK, but I try to wait for the 30-)
Seasons :
July-December are usually when you get your best deals to buy. Be ready.
January-June are usually when you get your best deals to sell.
** Often you will get a merchant to sell to in late June, and he'll still be there in early July to turn a QUICK trade.
No? Unless I'm playing as Sun Ce pre 200, or maybe Liu Zhang, money ends up being limitless. The game needs more ways to use money. There's also Xucheng, Luoyang and Chenliu being China's moneypot, but I don't expect Koei to nerf this any time soon, as it's probably a large part of what allows AI Cao Cao to be dominant.

Xucheng, more resource production than Yi province. There are a few other cities that are very wealthy, like Changan, Yi, Nanpi and Runan, but Xucheng is in a league of its own.
