Changing Cities
I accidentally skipped the tutorial since something came up (which I assume might have had the info). In any case, I need/want to change to a new city for my leader to govern. I can't seem to have the option for that. Or at least, none that are NOT greyed out. I've even selected my leader to "lead" a province, but if he retreats for example, he goes back to the original city that I started with, not the one I assigned him to.

(Also, even when I conquer a city with him, he doesn't opt to automatically govern it)

Don't know if I understand you question. Your leader will govern the city you allocate it to. If he's in the city you want, just press on the target city then "move > summon" and choose your leader. He will be transfered to the target city.

Once there, click over the city then "domestics > govern" or something and you can choose him to be that city governor.

I didn't realize that I couldn't send them to the cities, as opposed to the castles. I thought, realistically, I could have sent them anywhere. It feels silly only being able to dispatch my armies via the castles instead of anywhere I would like to have an army presence, as I now always have to keep armies in the fields at all times.

Oh I got you now. Yes, only castles or "big cities" can have armies.

About leaving armies in the field, "Camps" help with that by reducing food consumption and increasing their defense. It's also important to put traps (like pitfalls), defenses (like arrow towers) and blocks (like earthen walls) to hinder potential enemies advances and give you time to react. Remember that your army advances fast in your own "color" and slower on the enemy's. Though sometimes it's wiser just to stay behind walls. See what the AI is sending in your way, if there is no Siege units, chances are staying inside walls will be enough.

Yeah, I place a bunch of arrow towers. I find them to be very effective lol, as the enemy tries in destroying them. I am playing as Ma Teng and currently heading South, but there are no tiles that allows to place anything because of the narrow passages, which is a shame. At least, not where my army currently is. But once I get pas that chokehold, I will build some camps there.

Also, I'm not 100% sure but I think your available money for plots and suggestions is based in you capital, which is wherever city your leader is located. Because of that, it's advisable putting your leader in a rich city, or setting up transports with money for it.

Indeed, it is. I transported three times gold (as each officer has a max they can carry lol) to Runan, much later after the conquering of Luoyang.
