Like how do you have to take the cores for it to appear.
It's a good ability to use during the Wei, Wu, and Shu scenarios.
For anyone who couldn't see like me..
Lines are either the color of the faction or white. If they are white it's between two different factions.

Basically, all the lines going in to the Yongan area from my area are white - marked with the green boxes.
So once I take the red box (which has the blue icon just not visable) all the lines leading in will be white, so it will do the surround and conquer to the cities touching the white lines.
So to make it appear for any area, figure out which bases you need to take to make all the lines leading out be white, and the last one will give you the icon to show surround and conquer is ready.
