And yeah, Steam can't really help you here as stated here as it instantly unlocks content. And (while this is from SMITE's helpdesk) Hi-Rez states they cannot issue refunds[hirezstudios.zendesk.com] most of the time for DLC and digital content purchases.
But as you've contacted Hi-Rez your best option is to wait for their response which, unfortunately, is not the best option knowing their customer service. If they haven't yet responded to you there's nothing you can do at the moment other than wait.
However as you didn't give us enough details it's impossible to help you further also. If the bundle purchase was an error because of a store front (i.e. You purchased the DLC from Steam and they took the payment twice) then Steam should give you a refund as it was an issue on their behalf.
If you've played Rogue Company on another platform through crossplay and purchased the DLC not remembering you already had it, then fingers crossed, but I wouldn't get your hopes up on getting a refund or compensation then.

it was like i had most of the rogues from the bundle so i received the RP instead of the rogues cuz i can't get them twice
or something like this i can't remember exactly
but once you got something in game for the money then no refund
