Can this game be played on an entirely offline PC?

I've had the game recommended and see it's on a good sale, but was scared off by one of the reviews that mentioned the game requires an account even for single player, and I've been burned by not heeding the "Requires 3rd-Party Account" warning before. Since there is some ambiguity in what single player means and what requires actually means (sometimes it's just for multiplayer), my question is this:

Can I install this (online, with steam), then take the PC offline, without first starting the game, and then (with Steam running in offline mode if necessary) start it and play through the entire single player campaign?

It should work. The game asks for an account just to register your stats for leaderboards but you can skip it.

Thanks, seems to work - I occasionally get connection refused messages, but I can live with it
