Why Are Some Characters Missing Voices?

Freddy Fazbear, Bonnie, Chica, Toy Bonnie, Golden Freddy, Springtrap, Nightmare Bonnie, Nightmare Mangle and Ennard are all missing game over voice clips. Why? I wouldn't care if so many didn't already have them, but since so many of the other characters do, why not finish the gang?

freddy and toy bonnie were supposed to have voice actors but then scott rudely ripped it away from them. ennard would just be voiced by baby again so that would be three baby voices so i understand why not him. Springtrap, well, Afton is springtrap and has a voice, but just reuses voice lines like Molten Freddy so it doesn't count.

Because Scott didn't have enough time, money, and people to voice every single character in the game without pulling the classic Scott Releases A Game Way Heckin' Earlier Than The Release Date™.

Also, with some characters it'd be really weird. Could you imagine Golden Freddy's voice? It wouldn't make a lot of sense and be awkward.

He has enough money lol. He spent thousands of dollars just on Mr. Hippo's voice lines alone.

No? If Fredbear and Nightmare Fredbear have voices(and Golden Freddy is Fredbear), which they do, then it wouldn't be weird at all for Golden Freddy.

I have a feeling he put in the Mr. Hugs cameo before he made Toy Freddy's mechanic(because i'm pretty sure he modelled the location before making the mechanics) and he forgot to replace it with someone else when he made him an actual mechanic. Also technically there's a lot of other guys left out of UCN just like Pan Stan.

Those make sense but that still leaves Bonnie, Chica, Nightmare Bonnie and Nightmare Mangle. I mean, if Mangle has a voice and so does Withered Bonnie and Rockstar Chica, why can’t these characters have voices?
