To be more accurate, It says "autorizzation required".
Well, the way I see it, you have two basic options at this point.
Either you can continue attempting to get Steam to install the EXE (There might be a bug that's preventing it from doing so), or you could figure out how to get access to the SteamApps file and implant the EXE there yourself.
Anything further than that is beyond my knowledge, sorry :(
About the glitch, I create this discussion also because I hoped Scott could see it. I realized it's almost impossible.
