It is a feature, but you have have to be unlucky to actually be jumpscared. The number on Rockstar Foxy increases the % chance of him killing you

actually, the way rockstar foxy works, is the higher the level he is, the less amount of times his bird appears.

yes, you can die from rockstar foxy if he is on level 0, but it doesnt happen often

Yeah, I guess it's like old Withered Foxy. Even set to 0, he'd still attack me.

I've died so many times to Rockstar Foxy that i don't bother clicking his ugly parrot. I can cool my office by myself and/or collect all the faz coins i need by praying to Scott i won't die to Nightmare BB or Golden Freddy in the process.
Edit: Forgot to state my point with this: Don't trust him, just don't click his parrot never ever again. He's not worth it >:(
