That's hours.
45 seconds is 1 hour in the game.
So if you did basic maths (Ensuring that it's time, not actual maths, aka 0.60 = 1)
45 + 45 = 1:30
1:30 = 2 am
add another one
2:15 = 3 am
In otherwords, 4:30 is 6am
So hes trying to say each hour is 45 seconds and the Funtime Foxy example was to demostrate the time for F.Foxy's show that was at 1am.
Plus OP's comment was edited to include the right times because someone already answered the question.
Edit: I messed up the time for some reason like an idiot. Too much work, no play. Originally put "1:30 = 1am" when 1 am IS 0.45.
