Everyone set at 0 but Rockstar Foxy still appearing? [minor: Mangle]

I've noticed even without DD or setting Rockstar Foxy on 1 even that his bird will still appear. I also noticed that, out of the three times of having mangle chill in the room today, I got jumpscared once. If this is another risk thing I like it but just putting this in as a minor chord to Foxy not leaving me alone.

Well I know the reward part, but its a bit annoying when I'm experimenting with the other animatronics' behaviors or waiting to see their GAME OVER screen.

The higher Rockstar Foxy's AI is, the more likely he will kill you. He will always show up no matter what.

I know that. But my whole point is he's set to 0, he shouldnt be showing up.
Because he does, by that logic, EVERY mode would essentially be 50/1 mode if the 0 doesnt matter

I saw that, but what I said still stands. Whats the point of setting him at 0 if he always shows up?
